That Error just really tells us something is wrong, it is so broad one what it covers it really doesn't narrow it down, other then their is a Server/Web Browser issue.
One quick suggestion is to clear your Cache in IE by going to Delete Browser History. Check the boxes for Preserve Favorites and also Temporary Internet File and Website Files then click on Delete. Reboot the Laptop and try again. By the way, I forgot to ask how you are trying to get to Vortexbox via the web browser? Are you typing myvortexbox into the URL line or typing in the Vortexbox's known IP Address? Try both after deleting the Cache and let us know the results.
You said you installed a new Switch. Is it a Managed Switch or just your basic 4/8/16 port Switch? If it is Managed, there is most likely a setting issue. If it is just a simple switch to add more ports, if it is the issue it is one of two thing. The possible issue is if the Switch requires a specific port to be used for the uplink (usually port one or the last port or they have a specific one marked uplink). On many newer ones it finds it so it doesn't matter. Second possible issue on a simple switch can be startup order. I know you have rebooted, but if you have the simple switch and the correct uplink port, restarting everything couldn't hurt. Unplug everything and wait 10 to 20 minutes (make sure ALL WiFi devices are turned off or their WiFi is switched off). Plug in your Internet Modem/Router, wait 5 minutes. Next if the Internet Modem doesn't have a builtin DHCP Router, plug in your Router wait 5 minutes. Next plug in your Switch, wait 5 minutes. Next turn on your Vortexbox wait 5 minutes. Now boot up your other devices. See if the issue is solved. Yes these Wait times are exaggerated but the point is to make absolutely sure each added equipment is fully up, stable, and actively assigned an IP Address.
If you have a QNAP Server, why also run a Vortexbox? QNAP can run LMS. Anyway having said that, you have absolutely no data files stored on the SSD drive? If the answer is no, did you follow the command to make the Root partition 30 GB followed by the command to make the left over space Storage? If the answer is yes to both, the only space issue I can think of is if music or movie files have been accidentally stored using that Storage space and it is basically all used up. Check the Storage partition directories to see if it has been used. Running fdisk to see what all is going on the Samsung wouldn't be a bad idea either.

Thanks Transporter;
What version of Vortexbox are you running? 2.4
What Host are you using for a Server (details)? Can't recall, but it's 64bit, with the data held remotely on a QNAP server.
Can you attach a keyboard and monitor to the Vortexbox Server? Yes - but I can also access it from both my laptop and desktop via Webmin and Putty.
When was the last time you updated the Vortexbox? Regularly update it. Just now it reported "nothing to update." (although it appeared to download a few files).
Have you made any Network or Firewall changes? New switch installed. Windows updated, which had a lot of security updates.
Can you connect your laptop via Ethernet to the same Router/Switch the Vortexbox is connected to? The reason for this is to eliminate WiFi as the issue. If it connects when on Ethernet, you have a WiFi issue and not a Vortexbox issue. Laptop is on wifi; desktop is wired. Both have same result.
Have you made any CMD Line changes to Vortexbox recently? No.
A little more info that may help pinpoint the problem: When I connect via Webmin, it tells me that space is critical. I originally used a 120gb Samsung Evo 850 SSD, and now need to identify something to delete. Also, I've rechecked the message I get when trying to connect, in case that gives any clues:

I can't access my VB from my laptop or desktop through IE or Chrome; nor from Ipad and Iphone using Ipeng. I can connect using Webmin and Putty, and I can locate it's address using Angry IP Scanner. I've tried rebooting everything, and resetting the network, but to no avail.
I think we are going to need a bunch more information to help you.

Sometimes when there are issues with Windows and other operating Systems using the CMD Line and rebooting will solve it. Have you tried doing the following using the CMC Line?
For Vortexbox 2.3 or earlier:
Code:yum clean all
Code:yum -y update
For Vortexbox 2.4:
Code:dnf clean all
Code:dnf -y update
