Install of 2.5 or 2.4 completes but pc fails to boot

Installed 2.5 on blank msdos drive and after reboot the system cannot find a bootable drive. Same after using 2.4 disk.
I am trying to reinstall on an old former vortexbox pc as I have a second PC that has a working vortexbox install that I want to repurpose.

2.3 worked. Now I need to figure out how to upgrade to 2.4
